If you are searching for a home near the ocean in northern Volusia County, you will probably see listings described as both Ormond Beach and Ormond-by-the-Sea. The names are close, but the property search can feel different depending on the street, the side of the Halifax River, and your priorities.
I'm Garrett Spellacy, an Ormond Beach resident and Realtor® with Realty Pros Assured. I like helping buyers work backward from their actual daily routine: where they want to walk, how often they cross a bridge, which property features matter, and what the full cost of owning the home looks like.
1. Ormond Beach vs. Ormond-by-the-Sea at a glance
This is a starting-point comparison, not a substitute for evaluating individual houses. The price, lot size, flood risk, insurance options, and access routes can vary substantially within either area.
| What to compare | Ormond Beach | Ormond-by-the-Sea |
|---|---|---|
| Where it is | A city encompassing areas on both sides of the Halifax River, including some beachside neighborhoods | Primarily the coastal North Peninsula north of the city's beachside limits |
| Everyday setting | More varied: city-center, riverside, established mainland and beachside settings | A narrower barrier-island setting between the Atlantic Ocean and Halifax River |
| Beach routine | Depends on the address; some homes are beachside, others require a bridge crossing | Many neighborhoods offer relatively direct access to A1A and the shoreline; distance varies by street |
| Errands and travel | Some locations are closer to Granada Boulevard businesses and inland travel routes | Many errands or trips west require travel south or along the peninsula to a crossing |
| Government | City jurisdiction for properties inside the incorporated municipal boundary | Generally unincorporated Volusia County; confirm the exact parcel and service providers |
| Home search | Wider mix of home types and lot configurations | Coastal cottages, ranch homes, condos and waterfront options, depending on location |
2. Understand the geography before choosing an address
Ormond Beach is more than its oceanfront. It reaches west of the Halifax River and includes neighborhoods with different commutes, lot sizes, property ages and nearby services. Its city beachside has places such as Rockefeller Gardens near the river and Memorial Gardens along Granada Boulevard.
Volusia County's North Peninsula plan describes the coastal area from Ormond Beach's northern city boundary near Plaza Drive toward the Flagler County line, bounded by the Atlantic and the Halifax River. That broader northern peninsula is the setting commonly associated with Ormond-by-the-Sea.
Why it matters: a listing might have an Ormond Beach postal address even when county—not city—rules apply. Confirm jurisdiction, zoning, permitting authority, utilities and service providers for the specific property rather than relying on the marketing description or ZIP code.
3. Picture your actual daily routine
If you want to compare properties near shops, parks, mainland routes, the river or the beach, the larger city gives you a wider geographic search area. The experience differs markedly from neighborhood to neighborhood.
If proximity to the ocean is a major priority, a north-peninsula search can put coastal access closer to your day-to-day routine. In exchange, pay attention to grocery runs, bridge trips, A1A traffic and access during severe weather.
Try the same test for both: visit a candidate house in the morning, during a typical weekday errand period and again on a weekend. Map your actual commute and grocery route. A neighborhood can feel very different after you have taken the same drive a few times.
4. Compare beach access—not just distance on a map
Living near the ocean is about more than seeing a short distance in a listing. Check the public beach walkovers or parking near the address, whether you would cross A1A, and what beach conditions are like in your preferred area.
In Ormond-by-the-Sea, Argosy Beach Park is an example of county-managed off-beach parking in a non-driving beach area. Farther north, North Peninsula State Park protects a long stretch of shoreline and offers outdoor access. Ormond Beach city and county beaches also have a variety of parks and public access locations.
Beach driving and parking rules differ by location and can change with conservation measures, weather, tide and county policies. Use Volusia County's current beach access and parking information rather than assuming vehicle access will be available at every beach.
5. Compare the homes—and what ownership really costs
Neither location is automatically more affordable or more expensive. Prices vary with ocean or river frontage, condition, land, amenities, association rules, square footage, and the specific street. Look at active comparable properties and recently closed sales instead of treating one community name as a price category.
When comparing any coastal property, pay close attention to:
- Insurance: Request address-specific homeowners, wind and flood quotes early; compare deductibles as well as premiums.
- Flood and storm exposure: Check FEMA flood maps and local evacuation information separately; neither can be inferred from the ZIP code alone.
- Roof and openings: Confirm permit history, roof age, impact protection and available wind-mitigation documents.
- Salt-air upkeep: Inspect exterior metal, hardware, HVAC equipment, windows and outdoor structures for exposure-related wear.
- Lots and renovations: Verify lot lines, permits, zoning, HOA or condo requirements, and any coastal or environmental restrictions.
- Waterfront details: If applicable, inspect docks, seawalls and shoreline improvements with qualified professionals.
Volusia County's flood-zone lookup, the Property Appraiser's public records and Citizens' wind-mitigation guidance are useful starting points, but a licensed inspector and insurance professional should assess an actual property.
6. Which is the better fit for you?
The better home isn't the one with the better-sounding location. It's the one that fits your routine, risk tolerance, budget and long-term plans.
Consider a wider Ormond Beach search if you want flexibility to compare beachside and mainland locations, multiple neighborhood styles, or different routes to work and shopping. Consider focusing on Ormond-by-the-Sea if the peninsula setting and access to the Atlantic are central to the experience you want.
Neither choice should be made based solely on a neighborhood label. Tour homes on both sides of your shortlist, compare property-specific ownership costs, and verify who governs the exact lot.
Three questions to ask before scheduling showings
- Do I want to reach the beach on foot, by bike or by car—and how often will I actually go?
- What is my comfortable total ownership budget after insurance, taxes, maintenance and any association fees?
- How will this address work during daily errands, busy weekends and storm preparations?
Frequently asked questions
Is Ormond-by-the-Sea part of the City of Ormond Beach?
Generally, the area called Ormond-by-the-Sea is in unincorporated Volusia County north of Ormond Beach's beachside city limits. Some mail addresses use “Ormond Beach,” so always verify the property's legal jurisdiction.

Is insurance always more expensive in Ormond-by-the-Sea?
Not necessarily. Rates depend on the property, its construction and condition, location, coverage, carrier and underwriting rules. Compare actual quotes for specific addresses rather than relying on a community-wide assumption.
Where should I start my property research?
Check the parcel with the Volusia County Property Appraiser, review the applicable city or county permit and zoning records, check flood and evacuation information, then obtain insurance quotes and a thorough home inspection.
